The Joint Research Centre (JRC) Renewable Energies Unit, provides scientific and technical support to the Commission services (DG TREN, DG ENV) for the design, the implementation and the monitoring of the EU energy efficiency policies and programmes. Moreover a number of EU programmes are directly managed by JRC on behalf of DG TREN: these programmes include the GreenLight Programme, the Standby Initiative, the Motor Challenge Programme, the Luminaire Design Competition, the EuroDEEM database, and initiatives in the field of appliancess, building (e.g. the Thebis database) and industrial fields (e.g. E2MAS and LTAs), and DSM/ESCOs area.

ELI is an international certification service for energy-efficient lighting equipment . The ELI Quality Certification Institute, as an independent non-profit body, manages an international listing system for certified, high-quality, energy-efficient lighting products. Although the product list, to be launched in early 2006 will initially contain only CFLs, it will quickly expand to include other products, such as fluorescent-tube lamps and ballasts, LEDs, and HID lighting systems.
