The primary objectives of ESIS are the following: |
| |
- provide up-to-date information about appliance and equipment energy standards and regulations;
- provide links to experts and information related to standards and regulations being used by APEC and other economies;
- provide a regular newsletter with news updates and a listing of new and proposed standards in the region (APEC Standards Notification Procedure);
- provide a user-friendly way for Key Contacts in APEC economies to review the listing of standards for their economies so that they can be updated systematically, and on a regular basis;
- provide "Communities of Practice" for experts and officials to discuss efforts to harmonise and rationalise the testing, labeling, and minimum energy standards for specific appliances and equipment.
The APEC ESIS Project Team
The APEC ESIS project is chaired by New Zealand and is managed by a Steering Committee made up of contributing economies and organizations. The team includes energy experts and officials from Australia, Japan, New Zealand, Thailand, and the United States. The APEC ESIS project team reports to the APEC Expert Group on Energy Efficiency & Conservation (EGEE&C). |

Terry Collins , Chair of APEC-EGEE&C
Mr. Terry Collins is the Manager of the Products Programme at the Energy Efficiency and Conservation Authority (EECA) in New Zealand. The products programme includes regulatory measures such as minimum energy performance standards (MEPS) and mandatory labelling for appliances and vehicles, (Vehicle Fuel Economy Labelling (VFEL). The programme also utilises a range of voluntary measures such as Energy Star endorsement and Home Energy Ratings. He is also responsible for managing New Zealand’s participation in the trans-Tasman Equipment Energy Efficiency Programme.
Mr. Collins has a background in quality management systems, compliance, product safety, Standards and measurement. He has been a quality manager for New Zealand's legal metrology laboratories (weights and measures) and has comprehensive experience calibrating everything from small mg weights up to high flow petroleum meters.

Laura Christen, EGEE&C Secretariat
Ms. Laura Christen is an Advisor – Products Policy, at the Energy Efficiency and Conservation Authority (EECA) in New Zealand. Her role includes introducing standards for energy performance and energy labelling into the Energy Efficiency (Energy Using Products) Regulations 2002, and acting as secretariat to the APEC Expert Group on Energy Efficiency and Conservation.

Christine Egan, ESIS Secretariat/CLASP Executive Director
Ms. Egan is an internationally recognized expert in principles of labeling design, stakeholder outreach, consumer energy behavior and communications campaigns to support energy standards and labeling. Currently, she is the Executive Director of CLASP and responsible for overall management of all the organization’s activities including technical assistance, coalition building, training and policy tools development. Since Ms. Egan joined the staff in 1999, CLASP has maintained a successful base of high impact programs set to save over 115 terawatt hours (TWh) of electricity and 30 megatonnes of CO2 (MtCO2) annually by 2020 and to have avoided the construction of the equivalent of 38 750-MW coal-fired power plants. Prior to joining CLASP, Ms. Egan managed a comprehensive evaluation of the U.S. Energy Guide Labeling program for the American Council for an Energy Efficient Economy (ACEEE) including outreach to all labeling stakeholders (manufacturers, retailers, consumers and government) as well as the construction of themes for follow-on communications. And, as Manager of Residential Programs for the Consortium for Energy Efficiency (CEE), she developed national market transformation initiatives and participated in the development of U.S. for rulemakings for standards.

Sommai Phon-Amnuaisuk, APEC-ESIS Technical Design and Support
Mr. Sommai is providing technical supports in design and maintenance of APEC-ESIS. He is a graduate electrical engineer with a master in marketing management. He has over 14 years experience in promoting and implementing Energy Efficiency and Renewable Energy in Asia including energy standards and labelling, demand side management, clean energy technologies, market assessment, and industrial marketing. He has in-depth knowledge and hands-on experience in applying Information Technologies to serve requirements in energy related projects.
In addition to APEC-ESIS, Sommai has designed, developed and managed a number of project websites and Internet-based information systems including Energy Efficiency Standards and Labeling Information Clearinghouse (the CLASP website), Efficient Lighting Initiative (ELI), Efficiency Valuation Organization, Inc (EVO) and .

Sood Ratanadilok Na Phuket (1973 -2002),
The APEC-ESIS web site project was originally initiated by Sood R. Na Phuket in late 2001, under contract to the APEC Secretariat. In January 2002, Sood died unexpectedly and tragically at the age of 29 in New Zealand. Sood was an energetic and extroverted individual who excelled at work while still maintaining friendships and trying to get the most out of his personal life. After getting bachelor and masters degrees in engineering from universities in the U.S., Sood worked as a project manager on energy standards and labeling for the International Institute for Energy Conservation (IIEC) in Bangkok. Sood left IIEC in late 2000 to pursue a Masters in Business Administration in Bangkok. Having just completed his MBA, he was pursuing contracts in energy consulting and had just initiated the APEC-ESIS web site when he passed away in January 2001.
