The e-Standby Program has been implemented since April 1, 1999 for the purpose of enhancing the spreading of the energy-saving products that enable to decrease the electric power consumption during the standby, based on the Article 18-21 of Rational Energy Utilization Act in Korea and Ministry of Knowledge Economy‘s Notification, e-Standby Program Application Regulation. The purpose of the program is to save standby power systematically by encouraging the manufacturers to produce and sell the energy-saving products that meet the energy- saving standards suggested by Ministry of Knowledge Economy (MKE) and Korea Energy Management Corporation (KEMCO).
The e-Standby Program is managed according to the long-term road map, “Standby Korea 2010,” which details the three stages of the “1W initiative,” that is designed to reduce standby power usage to below 1W by 2010. The first stage was the “Voluntary 1W Policy”, implemented from 2005 to 2007, under which manufacturers were encouraged to adopt the standard under their own volition. The second stage is the “Preparation for Transition to a Mandatory 1W Policy” from 2008 to 2009, during which manufacturers will be prepared to adopt the standard as compulsory. From 2010, the “Mandatory 1W Policy” - the ultimate goal of the road map - will be implemented as the final stage.
The Energy-Saving Label is proposed by the National Energy-Saving Promotion Committee on May 27, 1998, which is an endorsement label for office equipments and home electronics. The equipment eligibility requirements are mostly the same as the International Energy Star program. The nickname of the Energy Saving Label is called the 'Energy Boy' with which all of the people are familiar and can be aware of the necessity of the energy saving.
The program encourages the adoption of energy saving modes while the appliances are idle and the minimization of standby power. An Energy Boy label is attached to those products that meet the standards for standby power. It is the core program to reduce standby power below 1W by 2010.
Currently, it is a voluntary program. However, when the amendment of the Rational Energy Utilization Act is completed, the amended Act will include provisions that make standby power reporting mandatory as well as the mandatory indication of warning labels on appliances that fall below the standby power standards.

Participation and Reporting Procedure
Participation
Companies interested in participating in this program shall submit an application to KEMCO that includes a participation application, and a compliance form. After submission of the application and receipt of the participation certificate, the participation procedure is completed.
Reporting high standby power reduction products
Participating companies can have their high standby power reduction products classified as energy saving products by submitting an application to KEMCO. Applications are submitted for each product model and application documents include the reporting form the performance test report and a picture of the product or a brochure. The performance test report can be issued by a designated testing institute or the company itself if it is designated as a self-certified testing institute. The application can be confirmed by checking the list of energy saving products on the internet (http://www.kemco.or.kr)
