The primary objectives of ESIS are the following:
- provide up-to-date information about appliance and equipment energy standards and regulations;
- provide links to experts and information related to standards and regulations being used by APEC and other economies;
- provide a regular newsletter with news updates and a listing of new and proposed standards in the region (APEC Standards Notification Procedure);
- provide a user-friendly way for Key Contacts in APEC economies to review the listing of standards for their economies so that they can be updated systematically, and on a regular basis;
- provide "Communities of Practice" for experts and officials to discuss efforts to harmonise and rationalise the testing, labeling, and minimum energy standards for specific appliances and equipment.
The APEC ESIS Project Team
The APEC ESIS project is chaired by New Zealand and is managed by a Steering Committee made up of contributing economies and organizations. The team includes energy experts and officials from Australia, Japan, New Zealand, Thailand, and the United States. The APEC ESIS project team reports to the APEC Expert Group on Energy Efficiency & Conservation (EGEE&C).

Robert Tromop, Project Overseer for APEC-ESIS and EE Indicators Projects
Robert Tromop is Project Overseer for the APEC Energy Standards Information System (APEC-ESIS). Robert is head of monitoring for the New Zealand Energy Efficiency & Conservation Authority (EECA) and chairs the Project Steering Committee for APEC-ESIS, which is comprised of economies and organizations that contribute to the support and development of APEC-ESIS.
Robert has more than 13 years experience at EECA in energy efficiency and related fields, covering technical and analytical aspects of energy efficiency projects in the commercial and industrial sectors including policy and programme design, operation and evaluation. Robert leads EECA's monitoring and research activities, tracking changes in energy use, energy efficiency and renewable energy change across the New Zealand economy. Until recently, he led New Zealand’s product efficiency regulatory programme. Prior to this position in EECA, he held roles in the development of New Zealand’s first National Energy Efficiency and Conservation Strategy and a regional engineering and programme support role. Robert has a Masters Degree in Mechanical Engineering.

Li Tienan, Chair of APEC EGEE&C and Member of APEC-ESIS Project Steering Committee
Li Tienan is Chair of the APEC Expert Group on Energy Efficiency & Conservation (EGEE&C) and President and founder of the China Standards Certification Center (CSC), formerly called the China Energy Conservation Product Certification Organization (CECP). As founder of CECP in 1998, Mr. Li established China's certification systems for energy-efficiency, water conservation, and eco-labeling. He also directly developed the certification models, relevant certification proceduresm and the CSC Quality Management System Manual. He organized development of technical specifications (including test methods) and certification implementation guidelines for energy-efficiency, water conservation, and eco-labeling. Mr. Li is also manager of the Efficient Lighting Initiative, (ELI) and Director of the ELI Quality Certification Institute.As a former Committee Member of China National Standard Technical Committee of Quality Management and Quality Assurance, Mr. Li introduced ISO 9000 (the international series of standards) to China and organized and participated development of more than 20 National Standards for Quality Management and Quality Assurance; and he has managed teams that successfully assisted more than 100 organizations to build their Quality Management Systems according to the ISO 9000 Standard.
Mr. Li has a Bachelor’s Degree in Mechanical Engineering from Dalian Science and Technology University, and he is currently a candidate for a Ph.D. in Environmental Management at the Research Center for Eco-environmental Sciences, in the Chinese Academy of Sciences.

Selwyn Blackmore, Vice Chair of APEC EGEE&C and APEC-ESIS Project Steering Committee Member
Selwyn Blackmore is the Vice Chair of the APEC Expert Group on Energy Efficiency & Conservation (EGEE&C), and in this capacity assists the Chair in the management of the EGEE&C and reporting to the APEC Energy Working Group.
Selwyn is a Senior Advisor for Renewable Energy at the Energy Efficiency & Conservation Authority (EECA) in New Zealand. At EECA, he focuses principally on promoting renewable energy to the industry and community. He is also playing a leading role in the review and revision of New Zealand's National Energy Efficiency and Conservation Strategy (NEECS).
Prior to joining EECA, Selwyn worked for Meridian Energy, one of New Zealand’s leading electricity generator and electricity retailer’s, for two years. He joined Meridian after 5 years in the telecommunications industry. Selwyn has an Honors Degree in Resource and Environmental Planning.

Shane Holt, APEC-ESIS Project Steering Committee
Shane Holt is the Director of the Equipment Energy Efficiency team within the Department of Environment and Heritage in Australia. He is the Chair of a committee comprising officials from all Australian jursidictions and New Zealand charged with developing common efficiency standards for end-use products. He has been an Australian government delegate to meetings of the International Energy Agency and the Asia Pacific Economic Community in this field.
Mr.Holt is a Board member of the international Collaborative on Labelling and Standards Programs (CLASP) and a member of the steering committee for the Southern Asian region of the Renewable Energy and Enegy Efficiency Program (REEEP), both WSSD partnerships

Peter T. du Pont, Ph.D., APEC-ESIS Project Manager
Peter du Pont has 20 years working experience in sustainable energy development and has worked on energy efficiency and energy policy issues in Thailand and Asia since 1991. He is based in Bangkok as Asia Director for Danish Energy Management A/S, an international firm specializing in design and implementation of sustainable energy policies and programs. Dr. du Pont currently serves as Secretariat of the APEC Expert Group on Energy Efficiency & Conservation, supporting the Chair and the Vice Chair in their duties.
Dr. du Pont worked with an international team of consultants from Thailand and New Zealand in 2002 to develop and launch APEC-ESIS, and he is currently the APEC-ESIS Project Manager, responsible to the Project Steering Committee. Dr. du Pont serves as international outreach coordinator for the International CFL Harmonisation Initiative (www.apec-esis.org/cfl) and manages the CFL Harmonisation site, which is located under the umbrella of APEC-ESIS. He is Asia outreach consultant for the Efficient Lighting Initiative (www.efficientlighting.net), an international certification and endorsement labelling program for efficient lighting products. He also serves as Board Chair of the International Institute for Energy Conservation and has an appointment as Lecturer and Researcher in the Energy and Environmental Policy Group of the Joint Graduate School on Energy & Environment in Bangkok.

Sommai Phon-Amnuaisuk, APEC-ESIS Technical Design and Support
Sommai is providing technical supports in design and maintenance of APEC-ESIS. He is a graduate electrical engineer with a master in marketing management. He has over 14 years experience in promoting and implementing Energy Efficiency and Renewable Energy in Asia including energy standards and labelling, demand side management, clean energy technologies, market assessment, and industrial marketing. He has in-depth knowledge and hands-on experience in applying Information Technologies to serve requirements in energy related projects.
In addition to APEC-ESIS, Sommai has designed, developed and managed a number of project websites and Internet-based information systems including Energy Efficiency Standards and Labeling Information Clearinghouse (the CLASP website), Efficient Lighting Initiative (ELI), Efficiency Valuation Organization, Inc (EVO) and .

Suthatta (Fai) Winyukul, Project Assistant
Suthatta has been working to support the development and updating of APEC ESIS, and she is Web Master for the related web site of the International CFL Harmonisation Initiative (www.apec-esis.org/cfl). She assisted in organizing the First Asia ESCO Conference, which was held in October 2005 and attended by 320 participants from more than 20 countries. She is also assisting in an APEC project on energy efficiency financing: the Project to Develop an International Energy Efficiency Financing Protocol (“IEEFP”).

Sood Ratanadilok Na Phuket (1973 -2002),
The APEC-ESIS web site project was originally initiated by Sood R. Na Phuket in late 2001, under contract to the APEC Secretariat. In January 2002, Sood died unexpectedly and tragically at the age of 29 in New Zealand. Sood was an energetic and extroverted individual who excelled at work while still maintaining friendships and trying to get the most out of his personal life. After getting bachelor and masters degrees in engineering from universities in the U.S., Sood worked as a project manager on energy standards and labeling for the International Institute for Energy Conservation (IIEC) in Bangkok. Sood left IIEC in late 2000 to pursue a Masters in Business Administration in Bangkok. Having just completed his MBA, he was pursuing contracts in energy consulting and had just initiated the APEC-ESIS web site when he passed away in January 2001.
